The upgrade <br /> was presented to Council, which approved funding for the ROW upgrade. Development staff is working with <br /> FW Engineering staff and has contracted with a landscape architect to prepare street/sidewalk plans that <br /> include additional street trees around the project. Initial schematic plans indicate that 32 -103S r <br /> tress could be incorporated into the street plan. The Urban Forester will approve the plans as part of the <br /> permit process. These trees could be larger to help the overall project blend into the existing downtown urban <br /> streetscape. The plan also includes curb bulges at pedestrian crossings and brick patterns similar to those on <br /> Olive and Willamette. <br /> In summary, precautions CO protect the three street trees would result in a significant loss to the project <br /> consisting of approximately 22 parking spaces, 14 housing units, and 3,400 sq. R. of commercial space. <br /> Even though the above precautions arc implemented, it is likely that the trees' survivability will be negatively <br /> impacted creating a potentially dangerous situation. <br /> The redesign of the project would take several hundred hours and cost several thousand dollars (both private <br /> and public). Redesign will impact the current construction time line and we will likely miss the summer <br /> construction season, which is vital to this project because of the large and deep excavation. This will <br /> potentially increase the construction cost because of inflation or adverse building conditions. <br /> The project design includes a street tree development (mitigation) plan and funding is included. <br /> . Therefore, we are requesting a permit to remove the big leaf maple on Broadway and prune the two trees on <br /> Lincoln in order to proceed with the project as designed and scheduled. We will take precautions to protect <br /> the trees on Lincoln during construction and will contract with an arborist to monitor the protection methods, <br /> the trees' condition, and evaluate, in cooperation with the City's Urban Forester, any impact on the trees. <br /> Other Trees on Site <br /> Within the two half-block parcels are abogt 0,matwc trees that will need to be removed for construction. <br /> Under the City Code, felling of more than five trees requires a permit. Lorig intends to provide trees on the <br /> podium in the courtyard areas, but the specific landscape plan has not been developed- Section 6.310 of the <br /> Code provides the process for obtaining a permit. The process involves providing public notice and receiving <br /> comments from adjacent property owners.
