Regarding tree preservation on private property, we feel <br /> very strongly that the most beneficial impact to the Urban Forest is obtained through efforts early in the <br /> development process to ensure tree preservation needs are considered. <br /> Somewhat contrary to this , an issue we are coming to note is a problem in ensuring the conditions for tree <br /> preservation imposed in these land use actions actually happen. Our initial assessment is that in a majority <br /> of the cases, violations are occurring which are not then pursued through enforcement. I know from <br /> previous discussions with the LUMS that this is a difficult area due to a lack of staffing and a feeling that <br /> the fines available to impose are not sufficient to make the effort worth the taking. I suspect we need to <br /> discuss some strategy on how to deal with this issue. To keep up with the development plan review <br /> workload that is coming to us from Planning and the PIC it looks likely we may have to request additional <br /> staffing. I'm very uncomfortable in doing this if the work being performed won't be effective. <br /> Please let me know if you feel a meeting with yourselves or someone on your staff representing your <br /> divisions would be beneficial.
