I will share with the Mayor
and concerned citizen. Sheri
From: MEDLIN Johnny R
To: PEARSALL Sheri R
Cc: HAMMITT Bob; PLAMONDON Scott F; DESANTIS Bud L; MILLS Gale L; LYLE Les A
Subject: Tree Issue on 13th Ave - Response to Mayor's Request for Info.
Date: Thursday, March 06, 1997 1:04PM
Hi Sheri,
Sorry it took a while to get to this, but the number of people
involved that had to be asked regarding the various aspects of
the street project being designed was greater than I
anticipated.
What we have determined is that the large trees Mr. Hinkley
(1308 Jefferson) is concerned about do not fit the category of
Heritage Trees as defined by Eugene Code, but they do fit the
category of Historic Trees as defined by the Charter
Amendment. One of the trees is a 27" Maple and the other a
32" Horse Chestnut. The Charter Amendment states that we
cannot remove this type of tree due to street widening unless
agreed to by a vote of the citizens of Eugene.
While the street construction plans are still in development,
we do not believe the project is going to need the removal of
either of the trees. However, the Horse Chestnut has two
major limbs which extend over the street which are lower than
the 15' clearance required by Eugene Code. While one of these
limbs has been hit by a vehicle in the past, this hasn't been
a major problem since with only two traffic lanes, vehicles
typically stay close to the center of the roadway where there
is clearance. With changing the configuration to three lanes,
vehicles will be forced closer to the curbline and into likely
conflict with these limbs. It is very likely these two limbs
will need to be removed. Removal of the limbs will result in
approximately a 30% loss in the tree's canopy. While this
loss is significant to the appearance of the tree, it is not
anticipated to be fatal and the tree would be expected to
recover.
As the street design gets closer to being finished we will
need to again evaluate the impacts to these trees and make a
decision on the limb removal.
I hope this information has been what you needed. Please give
Scott or me a call if you have questions.
Thanks
Johnny.
Page 1
