I am assuming we are talking about the heritage <br /> trees which Planning and Development are planning to remove as <br /> part of their parking structure /housing project at Broadway & <br /> Charnelton. <br /> I strongly believe that Planning and Development should assign <br /> the project lead to deal with dissemination of information <br /> regarding the removal of these Heritage trees. It is their <br /> project, not ours. It is best for Public Works Maintenance <br /> Urban Forestry staff to stay neutral on the decision to allow <br /> the removal of heritage trees for construction of this parking <br /> structure. The memo used by Linda Norris (Scott is still <br /> trying to confirm if this has been done or not), in declaring <br /> it was in the best interest of the welfare of the city to <br /> remove these trees and favor this project, was written by <br /> Planning and Development staff and used quantitative <br /> justifications which our staff are not qualified to make or <br /> substantiate. <br /> Having Planning & Development staff be lead on this project <br /> and the dissemination information is similar to the practice <br /> we have used in the past, where trees are removed to allow <br /> improvement projects to proceed. For example, in the mall <br /> where trees were removed to allow the re- opening of streets, <br /> the Engineering Division took lead on explaining why removal <br /> of the trees was necessary for the project. Urban Forestry <br /> staff supported the process with technical information about <br /> the trees being removed, their likelihood of surviving the <br /> impacts of nearby construction, and the type of replacement <br /> opportunities available. 1 would see Urban Forestry playing a <br /> similar role in this project. It will be necessary that <br /> Planning & Development staff work with the contractor to <br /> ensure all the typical posting requirements are met. It would <br /> also be their responsibility to ensure the appropriate <br /> neighborhood associations, City Council, etc are properly <br /> notified. <br /> Hope this responds to the questions.
