Medlin <br /> SUBJECT: Administrative Rules for Trees from Local Street Plan Adoption <br /> The following is based on our discussion of August 6, 1996 regarding changes and additions <br /> needed to be made to our existing administrative rules R -6.305 and additional rule making <br /> needing to be performed due to passage of the Local Street Plan. <br /> 1. In R -6.305 - A. At the end of the definition of "Fell" please add or International <br /> Society of Arboriculture. <br /> 2. In R -6.305 - A. Add the definition of "Heritage Tree" from the ordinance and make it the <br /> definition for a heritage tree adopted in the Urban Forest Management Plan, page 17 and <br /> Appendix C "Heritage Tree Species Ratings ".. <br /> 3. In R -6.305 - A. Add the definition of "Street Tree" from the ordinance. <br /> 4. In R -6.305 - A. At the end of the definition of "Occupied Parcel" please add or for <br /> which a Quick Start Agreement has been executed by the City of Eugene, Building <br /> Division. <br /> 5. In R -6.305 - B. Add new #3 and #4 from the ordinance. No additional language needed. <br /> 6. In R -6.305 - E. Please add something which will define a permit expires after 12 months. <br /> A new administrative rule needs to be developed for the following: <br /> 7.280 (1) Policy - In order to create attractive and healthy neighborhood environments no <br /> approval shall be granted for a development that involves the creation of a street unless the <br /> applicant has submitted and received approval of a street tree plan that ensures street trees will be <br /> 1 <br />
