Date: 06/22/93 CEWMJRM - RIS1 <br /> From: Johnny Medlin CEWMJXS - RIS1 <br /> To: Jan Staszewski CEWMHFM - RIS1 <br /> Fred McVey CERMJFE John Etter ERMJFE - RIS1 <br /> Subject: Dead Trees on Private Property <br /> This subject came up recently so I thought I would share with you my <br /> vague memories on how we decided that this should be handled. <br /> Prior to the Parks Merger when we got this type of call we would then <br /> forward the person the Building (LUMS) to deal with it. They in turn <br /> would contact Jeff Hale to look at the tree and give a professional <br /> opinion on if it was dead or dorment or whatever. Jeff would also give <br /> his best opinion if the tree was an immediate severe hazard and needed <br /> immediate removal or a minor situation that could allow the property <br /> owner some time to deal with it. Once Jeffwgave <br /> ath f M hs i o p i n i one <br /> then they would perform the necessary paperwork <br /> property owner. <br /> Once the tree crew and Urban Forester came to Public Works this procedure <br /> didn't seem to make sense any longer. The initial complaint usually came <br /> into Public Works so why would we transfer it to the LUMS when they would <br /> then simply come back to us for a determination of hazard. <br /> The current procedure as I remember it (we so few its possible many <br /> have forgotten, or I remember poorly) is <br /> The call comes into Public Works and it is forwarded to the Urban For- <br /> ester for determination of the nature of the hazard and its immediancy. <br /> If abatement is needing to be performed (either through a demand letter <br /> and posting if the hazard is severe or through a courtesy letter to the <br /> property owner if the hazard is minor but still needing attention) then <br /> this footwork is performed by the Vegetation Inspector in Maintenance <br /> Planning. Since standardtprocesseswould <br /> foreabatement0underi Planning as <br /> could use their p <br /> used for other issues. <br /> The key to me on this issue is that a "PROFESSIONAL" opinion is given <br /> about the tree from the Urban Forester prior to any abatement action <br /> s <br /> being performed. The vegetation inspector isn't <br /> fa ma kee thi se <br /> determination and if it generates any political <br /> argument that our staff professional on trees made the determination. <br /> Again, this happens so seldom that I don't expect it to be a significant <br /> workload impact to anyone. <br /> Please let me know if this is in agreement with your recall. <br /> Thanks <br /> Johnny <br />
