DRAFT <br /> PUBLIC WORKS POLICY <br /> DATE: September 13, 1994 <br /> SUBJECT: <br /> GENERAL: <br /> Healthy, structurally sound trees along the city rights -of -way are a public asset. Any action <br /> that has a significant adverse impact on these trees will reduce their value, increase the cost <br /> of maintenance, and may raise the potential of failure of all or part of the tree. It is in the <br /> public's interest to maintain these assets and minimize any action that may have a negative <br /> impact on the them. <br /> APPIICABIE STANDARDS <br /> All work done on city trees shall be done in accordance with National Arborist <br /> Association standard and in compliance with Occupational Health and Safety <br /> Administration (OSHA), Oregon Occupational Safety and Health Code (OR -OSHA) <br /> safety rules, along with American National Standards (ANSI) for tree care; latest <br /> editions. <br /> Any work within the public street must comply with "Short Term Traffic Control <br /> Handbook," 1993, Oregon Department of Transportation or latest edition. <br /> Visual clearance for traffic sign, signals, street lights will comply with Public Works <br /> Department's "Sign Signal, and Street Light Tree Clearance Staidads." <br /> Other standards referencing trees are the Public Works Department's "Standard <br /> Specification for Tree Protection," "Planting Standards." <br /> 'IRFE MAINTENANCE <br /> Tree maintenance consists of that work on a tree that improves or maintains the tree's <br /> health and the public's safety. This includes, but not limited to, removing dead limbs <br /> and limbs with poor attachment to the parent limb, raising limbs over public <br /> sidewalks, parking strips, and streets (Eugene Municipal Code 6.010 (i) 1).
