DRAFT
PUBLIC WORKS POLICY
DATE: " September 13, 1994
SUBJECT: Lei_ y 0, 11 , 101 : S. rI • I i► -
GENERAL:
The City of Eugene has property that is undeveloped by either design or by default. Areas
within some parks are purposefully left undeveloped to retain their natural character for the
benefit of the community, while other sites are subject to future development such as
undeveloped road rights -of -way. In both cases the City provides only that tree maintenance
necessary for public safety. This maintenance includes raising of low limbs over structures,
rendering hazardous trees' safe, and due consideration for the threat of wildfire. Street trees
and trees within maintained areas will receive priority over natural areas.
This policy for the maintenance of trees within natural areas of City owned and controlled
property is divided in four (4) sections: limits of maintenance, site access, wildfire prevention,
and public notification of work.
PROCEDURES:
I1 ll1'S OF MAINTENANCE
1. Pruning will be limited to providing adequate clearance, as determined by the City, over
structures and maintained areas. National Association Arborist's pruning guidelines shall be
followed when making all cuts.
2. Hazardous trees will be rendered safe so that no part of the tree would fall onto
maintained properties and trails or structures.
3. The adjacent property owner may request permission from the Public Works Department
to provide limited tree maintenance within City owned natural areas. The owner will be
responsible for proper disposal of all debris generated by their permitted work.
'A hazard tree has a significant, non - repairable defect and a target as det mine by using
p Matheny criteria within the Evaluation of Hazard Trees In Urban Areas," by Y
2 This action could include complete removal of the tree, the removal of a portion of the
tree to eliminate the potential of reaching a target, or the removal of the target.
policy\natural.pol 9/13/94
