TREE REPLACEMENT POLICY <br /> When a tree is removed from the right -of -way, the City will decide if <br /> replanting at or near the site is appropriate based on the following criteria: <br /> the planting sites meet the minimum standards for intersection set backs <br /> as set by City code 4.855 and the City's tree placement standards; and <br /> along neighborhood streets the City will have the trees planted with the <br /> acceptance of the adjoining property owner. In addition, the owner or <br /> tenant must agree to water the tree(s) for three years; or <br /> along major and minor arterials, business districts, industrial <br /> districts, and civic sites the City will plant trees along the street <br /> rights -of -way where space is available; <br /> The City will determine the species planted with the input of the abutting <br /> property owner, and EWEB. Tree selection will be based on the Urban Forest <br /> Management Plan, City code 7.640 (Certain Trees Prohibited), and Eugene's list <br /> of recommended trees . <br /> If the tree is to replace one that was removed for the benefit of the <br /> requester, the burden will be bore by the same. The requester must replace <br /> the tree within thirty calendar days of its removal. The requester may elect <br /> to either plant the replacement by permit or pay the City the cost of <br /> replacement including all associated costs (e.g., the tree, labor, and three <br /> years of maintenance). <br /> If the removal of the tree is to the benefit of the public, then the tree will <br /> be planted either under the neighborhood volunteer program if the adjacent <br /> property owner /tenant wishes to participate, by permit for those not wishing <br /> to participate in the program, or by the City. The City will either plant the <br /> tree with available personnel or by contract administered by the City. <br /> Trees will be planted from November through early April to ensure the highest <br /> rate of survival. Planting outside this period will require extra care and <br /> expense that may not off set a greater rate of failure. <br />
