12/05/96 13:05 '®`541 683 6826 EUG PUBLIC WORKS 44-> MAINTENANCE 1 021/029 <br /> NOTICE OF INTENDED RULEMAKING <br /> PROPOSED ADOPTION OF STREET TREE PROGRAM <br /> ADMINISTRATIVE RULE R -7.280 <br /> NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections 1019 <br /> and 7.280 of the Eugene Code, 1971, the City Manager Pro Tem of the City of Eugene, intends <br /> to adopt as a permanent rule Proposed Street Tree Program Administrative Rule R -7.280 which: <br /> Establishes the policy and requirements for planting and establishment <br /> of street trees; defines "approved Street Tree Plan;" establishes: application <br /> procedures; Street Tree Plan requirements; standards to be utilized in the <br /> development of a Street Tree Plan, which include tree selection standards, tree <br /> quality standards, size standards, tree condition standards, planting location <br /> standards, planting standards and general conditions; planting procedures; <br /> establishment standards and requirements; procedures for planting and <br /> establishment of trees by the City; procedures for trimming, pruning, or removal <br /> of trees; and adoption of an Approved Street Trees Species List that identifies trees <br /> that are permitted to be planted within the right -of -way of streets, avenues, <br /> highways or alleys, pedestrian rights -of -way, or pedestrian casements within the <br /> City <br /> Adoption of Proposed Street Tree Program Administrative Rule R-7.280 is necessary in <br /> order to ensure that the City's Street Tree Program is implemented in a manner that is in <br /> compliance with newly adopted provisions of the Eugene Code, 1971. <br /> The Proposed Street Tree Program Administrative Rule R- 7.280, may be reviewed at the <br /> office of the City Manager, 777 Pearl Street, Eugene, Oregon 97401 during normal business <br /> hours (8:00 a.m. to 5:00 p.m. Monday through Friday, except holidays). <br /> All persons wishing to comment thereon or object thereto must submit their comments or <br /> objections to the City Manager, 777 Pearl Street, Eugene, Oregon 97401, in writing, within thirty <br /> (30) days of the date of the first publication hereof, as indicatcd below.
