a. A jurisdiction may amend the plan designations to compensate for <br /> reductions in buildable land caused by protection of newly <br /> discovered natural resources within its own jurisdiction, or <br /> b. A jurisdiction may change a plan designation to acconunodate the <br /> contiguous expansion of an existing business with a site specific <br /> requirement. <br /> The non -home city may choose to participate in the site specific plan amendment <br /> process, excluding amendments within city limits, if the non -home city adopts a <br /> resolution determining that the proposed amendment has regional impact. Lane <br /> County shall participate in all Metro Plan amendments outside of city limits. <br /> Metro Plan Type I Amendment. Any change to the Metro Plan which (1) changes <br /> the urban growth boundary or the jurisdictional boundary of the Plan; (2) requires a <br /> goal exception not related to a UGB expansion to be taken under statewide planning <br /> goal 2; or, (3) is a non -site specific amendment of the Plan text. <br /> Metro Plan Type II Amendment. An amendment to the Metro Plan which is not <br /> otherwise a Type I plan amendment and which: <br /> (A) Changes the plan diagram; or <br /> (B) Is a site - specific plan text amendment. <br /> Metropolitan Policy Committee. An intergovernmental committee created to <br /> promote problem - solving and to resolve intergovernmental disagreements among <br /> Eugene, Springfield and Lane County, the membership of which includes 2 elected <br /> officials from each jurisdiction, and when considering transportation matters, 2 <br /> members of the Lane Transit District. <br /> Native Plants, Native Vegetation. Plant species that grow and propagate themselves <br /> in the southern Willamette Valley through natural processes, are adapted to the <br /> weather, soils and hydrology of the area, and have evolved in the area or been <br /> introduced to the area by natural causes. Distinguished from plant species that have <br /> been deliberately or accidentally imported or introduced from other areas by humans <br /> or human activities. <br /> Natural Drainageways. Natural rivers, streams, channels, creeks, or other areas that <br /> naturally convey stormwater runoff or portions thereof that have not been <br /> channelized, and which retain a predominantly natural character. <br /> Natural Functions and Values. Characteristics of a site that contribute to the <br /> healthy and effective functioning of natural processes on the site, along with the <br /> contribution made by the site to the healthy and effective functioning of the larger <br /> natural resource system of which the site is a part; including but not limited to <br /> improvement of water quality, provision of food, water and cover for wildlife, storage <br /> Ordinance - 26 <br />
