Shallow ditches lined with grass or other vegetation for the purpose <br /> of filtering sediments and other pollutants from stormwater runoff. <br /> Ground Cover. A living plant species that normally reaches a height of less than 3 <br /> feet upon maturity, planted in such a manner so as to form a continuous area of living <br /> plants. <br /> Hand - Carried Sign. A sign that is displayed and used while being carried by a <br /> person. <br /> Hazardous Tree. A tree that is dead, or is so affected by a significant structural <br /> defect, damage or disease that falling or failure appears imminent, and the tree poses a <br /> threat to life or property. <br /> Hearings Official. A person appointed by the city manager or designee to hold <br /> hearings and issue decisions under this land use code. <br /> Heritage Tree. A living, standing tree having exceptional value to the community <br /> due to its size and species. The specific methodology of classifying a tree as a <br /> heritage tree shall be established by administrative rule of the city manager adopted <br /> pursuant to section 2.019 City Manager - Administrative and Rulemaking Authority. <br /> Historic Architectural Significance. A historic property that: <br /> (A) Portrays the environment of a group of people in an era of history characterized <br /> by a distinctive architectural style; <br /> (B) Embodies those distinguishing characteristics of an architectural type; <br /> (C) Is the work of an architect or master builder whose individual work has <br /> influenced the development of the city, region, or state; or <br /> (D) Contains elements of architectural design, detail, materials, or craftsmanship <br /> that represented a significant innovation. <br /> Historic District. A geographic area possessing a significant concentration, linkage, <br /> continuity or design relationship of historically significant sites, structures, landscape <br /> features, or objects unified by past events or physical development, that is 3 blocks or <br /> larger in size. <br /> Historic Ensemble. A geographic area possessing a significant concentration, <br /> linkage, continuity or design relationship of historically significant sites, structures, <br /> landscape features, or objects unified by past events or physical development, which <br /> is less than 3 blocks in size. <br /> Ordinance - 19 <br />
