1.2 The adoption, amendment, or repeal of any fees of fee <br /> schedules authorized therein to be adopted, amended or repealed by the <br /> City Manager; and <br /> 1.3 The City Manager's decision making authority, if any, with <br /> respect to appeals. <br /> 2. In turn delegate any of the duties or responsibilities delegated <br /> herein to such person or persons qualified to perform the delegated duties upon <br /> finding it would be more efficient and in the public interest to do so. <br /> 3.
