I suspect what Pat is trying to do is keep the assessable cost to a minimum and <br /> looking for ways to finance the tree replacement independent of the assessment. I discussed one situation with <br /> Gale this week on Royal Avenue and we agreed that we need to either go curb -side or setback (around the trees) <br /> even if it requires a sidewalk easement. If those options are not feasible we then need to take the trees out and <br /> then replace. However, we can't justify adding trees that presently don't exist as part of the project cost but I <br /> don't believe that is what you are saying. There is one location where Gale indicted that Hawthorn trees exist <br /> and Yan indicated they were not appropriate street trees. That's fine but my position is that it is not all that <br /> unusual and we shouldn't use that as the standard to decide to remove a series of trees. If that were the case we <br /> would be taking all the historic trees (hawthorn) out on Willamette street. So, we need to get the appropriate <br /> players together to make sure we are all on the same page. I hope this note helps. Jan said that Pat Bayes had told him that <br /> there would not be any money for tree replacement in the <br /> project. Feeling strongly that trees would be a needed <br /> component of the project (I agree if we impact trees we will <br /> at least need to mitigate that impact) Jan said perhaps he <br /> could find monies for tree planting. <br /> The only place Jan could do this from is the capital account <br /> for tree planting /stocking which has been used to support the <br /> NeighborWoods program. I'm very uncomfortable in paying for <br /> contract project related work from this account since I <br /> question if it is large enough to cover the volunteer program <br /> related costs as it is. Last year we over -ran this budget. <br /> Les, I believe the question of trees does need to be addressed <br /> on this project at a level higher than Jan and Pat. I suspect <br /> we (you!!! because I'II duck!!) run the risk of getting <br /> slapped around if we ignore planting of trees. I don't have <br /> an idea of what the costs would be (Pat might), but I believe <br /> it needs to be addressed as a project cost.
