* Traffic calming features such as curb extensions. traffic circles. and medians should be <br /> used to encourage slow traffic speeds. Curb extensions, traffic circles, and most other <br /> traffic calming features are regarded as permanent devices intended to discourage <br /> speeding and should be included in the initial street design when appropriate. Speed <br /> bumps and humps are considered retro -fit solutions and should not be included in new <br /> designs, except at the discretion of the City's Traffic Engineer. <br /> * *INSERT PHOTO ** <br /> * <br /> Low volume streets should be aligned to form three -way intersections when possible. <br /> In residential areas, many of the streets have the same width and appearance; thus at <br /> intersections there is no distinct differentiation between the streets and no apparent <br /> right -of -way assignment. As a result, accidents increase whenever two continuous <br /> streets meet at a four -way uncontrolled intersection. In these situations it is usually <br /> necessary to assign right -of -way by the use of yield or stop signs. <br /> On the other hand, three -way intersections create an inherent right -of -way assignment <br /> which significantly reduces accidents, without the use of traffic controls. Three -way <br /> intersections should be used for low- volume residential streets when possible. If used, <br /> three -way intersections should be offset a minimum of 150 feet to avoid objectional jog <br /> intersections. <br /> * *INSERT PHOTO** <br /> * A low volume street that intersects a higher order street. such as a collector. should be <br /> aligned with another street to form a four -way intersection. When a low volume street <br /> intersects a higher order street there is a clearer understanding for the driver about <br /> right -of -way assignments. Because of the higher traffic volumes on the main street, <br /> right - angle, four -way intersections are encouraged at these locations and are often <br /> regulated by traffic control devices. <br /> * Avoid creating intersections on low volume streets that require traffic control devices . <br /> such as stop signs. Reserve stop signs for locations where accident problems exist, <br /> where visibility of an approach is limited, or where traffic volumes are high. <br /> 3 <br />
