THESE ARE NEW PLANNING PRINCIPLES. - THEY <br /> ARE NOT REFLECTED IN THE GENERAL PLANNING PRINCIPLES IN <br /> THE FRONT OF THE DOCUMENT. <br /> Applicable Planning Principles <br /> * Major new development should bear the responsibility of identifying its impacts on the <br /> street system. <br /> * Major new development should bear the responsibility of mitigating any adverse <br /> impacts resulting from the development. <br /> Discussion: <br /> The City has limited authority to require a traffic impact analysis (TIA) for new development. <br /> Currently a TIA may be requested through various land use application processes if the new <br /> development will have significant impacts on the existing system. The proposed standards <br /> define major new development and impacst and provide guidelines for the preparation of a <br /> TIA in order to determine the impacts of new development and appropriate mitigation <br /> measures. <br /> Major new development shall be defined as a development site with direct access to arterial or <br /> collector streets generating 100 or more trips (entering and exiting) during any peak hour, or <br /> as a development site with direct access to local streets or alleys generating 20 or more trips <br /> (entering and exiting) during any peak hour. Developments generating a number of trips <br /> larger than these threshold values shall have a TIA prepared to analyze impacts to the <br /> transportation system and identi& appropriate mitigation measures. <br /> Any intersection of the arterial and collector network, including site access driveways, in <br /> which the development generates 50 or more trips in any one approach during any peak hour <br /> in the applicable horizon year shall be defined as impacted. For local streets and alleys, any <br /> intersection, including site access driveways, in which the development generates 10 or more <br /> trips during any peak hour in the applicable horizon year shall be defined as impacted. <br /> Horizon ycar shall be defined as the future forecast year where conditions without the <br /> proposed development are compared to conditions with the proposed development to determine <br /> the impacts of the proposed development on levels of service and capacity. (Need definitions <br /> of the horizon year dependent on the scale of mitigation required.) <br /> 2� <br />
