The fee is equal to the cost of purchase, installation, and establishment of the street trees required by the approved Street Tree Plan. The City will track lot development, negotiate species with new home owners, plant the new trees, and ensure they become established. The City will be responsible for replacement of any trees that fail to survive the establishment period. * * * ** Reduction of the Tree Preservation appeal fee is consistent with the City's policy of recovering costs associated with providing such services. Establishment of the above proposed Street Tree Program fees is necessary in order to implement the newly adopted Street Tree Program provisions and to comply with directives of the City Council that the cost of providing City services be recovered from the user or beneficiaries of such services; and it is in the public interest and essential that these proposed fees be established and implemented as soon as possible. Persons desiring to comment hereon shall submit written comments to the City Manager Pro Tem, 777 Pearl Street, Eugene, Oregon 97401 within 15 days from the date of posting and publication as indicated below. The City Manager Pro Tem will consider the comments received and by administrative order establish the fees as proposed or as modified in response to comments, after the expiration of the period for comment.
