As an alternative to meeting the above criteria, present a local street connection study, at <br /> the applicants expense, that demonstrates how the proposed street system meets the intent <br /> of street connectivity provisions of the code, and demonstrates how adjoining <br /> undeveloped or partially developed properties can be adequately served by alternative <br /> street layouts. The street connection study shall be approved by the Planning Director <br /> and the Traffic Engineer. <br /> 6. Amend section 9. of the Eugene Code (Panhandle Lot Platting Standards) to allow <br /> use of panhandle access only if creation of a street, including a future street, is not <br /> possible because: (a) existing physical constraints preclude the new street; (b) <br /> surrounding properties are already provided with adequate access; or © existing <br /> surrounding development prevents street creation. <br /> 7. Amend section 9.384 and 9.386 of the Eugene Code (Residential Developments - Special <br /> Standards) to apply street connectivity standards to all residential developments over one- <br /> half acre in size, which are permitted outright. <br /> 8.
