c. Provide an allowance for minor modifications to the tentative plat if changes are <br /> consistent with requirements for street connectivity; major adjustments (reconfiguration <br /> of the street system) would require modification of tentative approval or resubmittal of <br /> the tentative plan. <br /> 4. Amend section 9. of the Eugene Code (Subdivision and Planned Unit Development <br /> Tentative Approval Requirements) to require tentative plans submitted for subdivisions <br /> and planned unit developments to show how the proposed street layout provides for the <br /> extension of public streets to adjoining undeveloped properties, is compatible with and <br /> provides for eventual connection with the existing public street system, and complies <br /> with the adopted Local Street Map. <br /> 5. Amend section 9. of the Eugene Code (Subdivision and Planned Unit Development <br /> Tentative Approval Requirements) to require approval to be - based on the following <br /> review criteria: These criteria would replace the existing secondary access provisions in <br /> the code <br /> a. Public right -of -way connection(s) shall be made in the direction of an existing or <br /> planned arterial/collector street, school, park, employment center, commercial <br /> area, or similar activity center. The connection(s) can be completed over time in <br /> phases as part of an overall street plan as required in section 9., above. <br /> Secondary access requirements for emergency fire and medical vehicles would <br /> still apply. <br /> b. A public street connection shall be provided to any existing or approved public <br /> street or right -of -way stub abutting the development, unless it is demonstrated that <br /> a connection cannot be made because of the existence of physical constraints. <br /> c. Public right -of -way shall be extended to adjacent undeveloped or partially <br /> developed contiguous land (i.e., land that can be further divided by provisions of <br /> the code) in locations which will not prevent the adjoining property from <br /> developing consistent with applicable standards, unless it is demonstrated that a <br /> connection cannot be made because of the existence of physical constraints; and <br /> d. Street alignments shall relate, to the greatest possible extent, to natural topography <br /> r <br /> and other natural conditions, and shall be selected to minimize grading and avoid <br /> excessive run -off. <br /> OR <br /> 1c <br />
