r . <br /> * reduced maintenance costs; <br /> * reduced stormwater runoff and heat build -up; and <br /> * reduced non -local through traffic on local residential streets. <br /> What's in This plan <br /> The Eugene Local Street Plan includes a set of planning principles for the layout and design of <br /> the local street system, recommendations for amending various sections of the City of Eugene <br /> Zoning Code and Public Works administrative standards affecting local street design, <br /> recommendations for a set of alternative local street standards, and a map of the proposed <br /> framework for the future residential street system, . <br /> Transportation Planning Rule Requirements <br /> In April, 1991, the Oregon Land Conservation and Development Commission (LCDC) adopted <br /> the Transportation Planning Rule. While the focus of the rule is on long -range "Transportation <br /> System Plans ", the rule also required cities and counties within urban areas with populations of <br /> 25,000 or more to adopt bike, transit and pedestrian- friendly development standards. Eugene <br /> adopted new standards to comply with the rule in December, 1993. Since its adoption, LCDC <br /> has adopted amendments to the Transportation Planning Rule. Those amendments have a direct <br /> bearing on proposals in the Eugene Local Street Plan. <br /> One of the amendments requires Transportation System Plans for urban areas to include policies <br /> and standards to guide extensions and connections of existing local streets. It requires that <br /> standards address extensions of existing streets; connections to existing or planned streets; and <br /> connections to neighborhood destinations. The rule now indicates that standards, "... may include <br /> but are not limited to standards for spacing of streets or accessways; and standards for out -of- <br /> direction travel." <br /> Another amendment requires cities and counties to re- evaluate their residential street standards. <br /> The rule requires governments to minimize their standards for street width, right -of -way widths, <br /> and other features. The purpose of the standard changes is to reduce the cost of local streets, <br /> make more efficient use of urban land, provide for emergency vehicles access, and improve bike <br /> and pedestrian' circulation in neighborhoods. <br /> Requirements of the Transportation Planning Rule that can be addressed through the Eugene <br /> Local Street Plan are included in this document. Other requirements of the Transportation <br /> Planning Rule will be addressed in the update of the regional transportation plan (TransPlan).. <br /> 2 <br />
