Second, . please continua to divulge information. <br /> The documents 'shorn that on aurae 1, 1995 and March 7, 1996 <br /> project managers met with the Citizen Involvement Committee, On <br /> each occasion they were told that citizen participation was <br /> inadequate. On June 11, 1996 they presented a project concept to <br /> th and Jefferson neighborhdods. Neighbors were <br /> concerned about traffic, seale cost, project ownership,• <br /> trees_ No vote was taken. On June 24, 1496 project managers <br /> came before the City Council, During the hearing citizens noted <br /> the project's lack of low- income housing, <br /> On November 1, 1996 the Urban Forester wrote to project <br /> managers about tree removal laws, significant community <br /> importance of site trees, their monetary value, and need for tree <br /> ' removal permits. He also told project managers regulations <br /> required them to get a determination "fzob someone such as the <br /> city Manager" that Heritage Tree removal is necessary "to protect <br /> the public health, safety, or welfare," <br /> On 'January 21, 1997 The Director of Planning and Development ' <br /> sent a memorandum to the City Manager. The memorandum requests a <br /> permit to remove•'five Heritage Trees, summarizes regulations for <br /> tree removal, and states "the city intends to follow the same <br /> process and will perform similar tree lass mitigation practices <br /> as a private developer. "' The memorandum also provided a written <br /> decision for the City Manager, and provides a signature block. <br /> On January 2 2 , 1997, the City Manager approved the removal <br /> of, Heritage Trees subject to conditions. Condition 3) required <br /> obtaining a permit for removal of non- heritage trees according to <br /> the process in'the Eugene Code. Did this memorandum' application <br /> process conform what is required to get: permission to fell a <br /> Heritage Tree? Was. public comment solicited before the <br /> memorandum application was approved on January 22, 1997? <br /> Eugene Code sections 6.300 to 6.330 cover tree preservation. . <br /> Definitions are at 6.300_ Tree felling prohibitions are at <br /> 6.305.
