According to our current schedule we anticipate that the contractor will likely remove the
affected trees shortly after June 1, 1997. The affected trees include the two heritage trees in the right-of- way
and about thirty eight (38) trees on the site. Three of the 38 trees are also designated heritage trees: This is a
total of forty (40) trees to be removed on the site.
Public Works staff has provided some advice on the best way to go about removing the trees and options for
making the wood available to the community. 1) It is recommended that each tree get posted with a notice two
weeks to 30 days prior to removal. 2) Provide a Council newsletter article at least a month before removal. 3)
Develop a "flier" with similar information that is provided in the Council newsletter and distribute it to
businesses and residents in the area. Options for making the removed wood available include, 1) making it
available to abutting property owners, 2) directly sell the wood to another party and, 3) have it moved to one of
the City wood "stockpiles" where someone can obtain a permit to remove it for firewood. The first two options
do not appear viable. The site has no directly abutting property owner similar to street trees removed in
residential areas. Previous experience with having wood milled on site to be later sold involved much labor
and provided only minimal income for the City. Our recommendation is to have the trees cut and removed
through the parking garage bidding process so that the project contractor take into account the salvage value for
those trees which have a reuse more valuable than firewood (to lower the City project cost) and to deposit the
remaining wood at the designated City "stockpile" site so that it can be made available to interested persons.
We currently have four businesses and about 400 parking permit holders that we would like to notify before we
begin the tree notification process. Letters to the Pizza Pipeline, Hutches Bicycles, Pipin Hot Bakery and
Henderson Locksmith Service are currently being prepared as we would like to notify them before we proceed
with the tree removal notices. After we send these notices we can provide an item in the Council newsletter.
Based on the advice from Public Works staff, it seems that it would be better to provide notice in April when it
is closer to the time of actual removal. We are also scheduled to get final approvals for the project from
Council on April 28. Please let me know when you think would be the best time to proceed with notifying the
City Council.
