Date: 07/08/93
. From: Johnny Medlin CEWMJRM - RIS1
. To: Linda Norris CEEXLHN - RIS1
cc: Bob Hammitt CEWMJRH - RIS1
Chris Andersen CEWACFA - RIS1
John Etter CERMJFE - RIS1
John Weber CEWBJJW - RIS1
Jan Staszewski CEWMJXS - RIS1
Doug Eveleth CEWBDAE - RIS1
Subject: Shasta Ridge PUD Tree Felling
Hi Linda, John Weber and I visited the Shasta Ridge PUD site to determine
if it was the site of tree felling which Barbara Keller was referring to
and after seeing the site I believe this to be the case.
From a casual walkthrough, without plans or the PUD contract documents, I
can only give a judgement from the construction staking I observed in the
field. However, I think the staking was clear to what was happening. The
current tree felling is to clear the streets right -of -ways and the sewer
easements. The vast majority of fresh stumps clearly fall within these
areas. I saw perhaps three stumps which were questionable but I suspect
there may be good explanations for. In short, I didn't see any clear
evidence of wrongful felling.
This parcel has had trees removed several times within the past couple of
years. You may remember seeing the TV news special about horse logging
in the South Hills? This was the parcel that was occuring on. The impact
of the previous removals along with the current clearing of right -of -ways
does open the area up considerably. I would not call it a clear cut by
any means but by the time the homes are constructed there may not be many
of the original trees left. However, if homesites are the intended use
I don't clearly see an alternative to how they are proceeding.
John Weber is contacting Building Division's Land Management Unit (LUMS)
who are the people who have enforcement authority and oversite responsi-
bility for PUDs and let them know what has been happening. In addition,
he will contact Fred Lockhart the private Landscape Architect responsible
for the PUD and ask him to report on the works compliance with the con-
ditions of the PUD.
I don't know of anything else needing to be done but please let me know
if you have something for us.
Thanks
Johnny
