Planning
- EUQENE & Development
Planning
September 27, 1993 City of Eugene
777 Pearl Street
Eugene, Oregon 97401
Mr. Steve DePalma (503) 687 -5481
c/o Northwest Business Investments
889 Randall Street
Eugene, Oregon 97401
Dear Mr. DePalma,
Our office was recently development fth elo ment (terracing and vegetation removal) that
has begun on Tax Lot 400, ha is located in the northwest corner of the East Skinner Butte
Historic District. .. . ea is historically significant for its association with Eugene Skinner,
the subsequ - • . evelopment of the City of Eugene, and the concentration of residential
archi . • e that is located in the historic district directly south of your property. As a
property owner in the historic district you are required to submit the Historic Alteration
Application Permit for New Construction, as mandated by the Eugene Code, Section
9.210(2).
We are sure that you will be interested to know that much of Eugene's early history occurred
in the area that you are in the process of developing. In addition to early commerce,
manufacturing and milling operations the area was significant for its association with the
Depression Era "Make Work Programs" of the Roosevelt years. For at least four years the
Civilian Conservation Corps had a camp in the present day park. The Douglas fir trees that
you have retained on your hillside property were undoubtedly planted as part of the CCC
reforestation program, aimed at erosion control, creation of wildlife habitat, and scenic and -
park enhancements throughout the nation.
Included here is the Historic Property Alteration General Information Sheet and Application.
We should set up a time so we can meet and conduct a Pre - development conference so that
we can understand your plans and design proposal for the site. New development in the
district is subject to Ordinance 18371. The City will not be able to issue a building permit
until this application is processed, which can take up to 30 days.
If you have further question I am available at 687 -5481.
Sincerely,
Kenneth Guzowski
Planner
cc: Teresa Bishow Marsha Miller John Etter
Jim Croteau John Weber./
Jerry Jacobson Kent Howe
enclosures
