PERMIT REQUIREMENTS <br /> No-permits are required from Eugene, Springfield or Lane County for actions <br /> necessary to remove vegetation that poses an immediate danger to life or <br /> property or to restore utility service, nor are permits required for removing <br /> vegetation to install or maintain utility lines within the publicly owned rights - <br /> of -way or utility easements. <br /> However, the Cities of Eugene and Springfield and Lane County require <br /> permits outside rights -of -way or easements in the following situations: <br /> EUGENE: Felling more than 5 trees of a minimum size within a <br /> single calendar year from a parcel of occupied private property <br /> consisting of 20,000 or more square feet OR felling a single tree from <br /> a parcel of unoccupied private property of less than 20,000 square <br /> feet. Permits are required for felling trees having a trunk 25" in <br /> circumference (approximately 8" in diameter) at a point 4 1/2' above <br /> mean ground level at the base of the trunk. <br /> These requirements apply to tree felling within Eugene City limits. <br /> File for permit with the Department of Public Works, Maintenance <br /> Division (687 - 5220); there is a fee. <br /> Note: The Eugene Planning Department has requested notification <br /> whenever any tree felling or major tree trimming activities are planned <br /> within the Willamette Greenway. <br /> SPRINGFIELD: Felling more than 5 trees of any size within a single <br /> calendar year from a lot or abutting lots of private or public property <br /> under common ownership consisting of 20,000 square feet or more of <br /> total area. Springfield has additional requirements regulating <br /> vegetation within the Willamette Greenway, which is set back a <br /> maximum of 150' from the ordinary low water line on the river <br /> channel or is adjacent to the river and is publicly owned for park <br /> and recreation purposes. Requirements address balancing <br /> maintenance of public safety with protecting the natural vegetative <br /> fringe along the river and protecting significant fish and wildlife <br /> habitats. <br /> These requirements apply to tree felling within Springfield city limits <br /> and in the area between city limits and Springfield's Urban Growth <br /> Boundary. <br /> File for permit with the Springfield Development Services Department <br /> (726 - 3759).
