- INTERNAL ENVIRONMENTAL OPERATING PROCEDURES <br /> FOR TREE REMOVAL AND TRIMMING <br /> These procedures have been developed to assist EWEB personnel involved <br /> with tree removal and trimming operations comply with local and state <br /> environmental and land use laws, regulations and policies while meeting the <br /> Oregon Public Utility Commissioner's specifications and guidelines related to <br /> tree trimming and removal. <br /> 1. The Overhead Line Section (Section) of the Electric Division is <br /> responsible for maintaining access to transmission and distribution lines <br /> located throughout EWEB's electric system by clearing brush and trimming <br /> or removing trees. <br /> 2. The Section is responsible for securing the necessary permits and customer <br /> approvals for vegetation removal. As necessary, the Section will coordinate <br /> its activities with the Real Property Specialist and the Landscape Supervisor <br /> to meet customers' special needs. Permit requirements of Eugene, Springfield <br /> and Lane County are found in the attachment. <br /> 3. The Section shall review its plans for vegetation removal with the <br /> Environmental Management Section (EMS) when any of the following <br /> activities are proposed: <br /> a. Removal or trimming of trees outside the rights -of -way of all transmission <br /> lines within the EWEB system. <br /> b. Any tree removal or trimming within or next to the rights -of -way and <br /> adjacent to environmentally sensitive areas, including public parks, Willamette <br /> or McKenzie River, greenways, natural areas, streams, wetlands, ponds and <br /> spotted owl or other threatened or endangered species habitat. Check with <br /> the Environmental Management Section for assistance in determining if <br /> transmission or distribution lines are located in or near environmentally <br /> sensitive areas. A map that identifies environmentally sensitive areas has <br /> been developed. <br /> c. Any tree removal or trimming within or next to the rights -of -way that <br /> would have a significant visual impact. <br /> 4. The Environmental Management Section (EMS) is responsible for <br /> reviewing the vegetation removal plan, noting any environmental concerns or <br /> impacts and proposing alternatives or mitigation to the Overhead Line <br /> Section. As needed, the EMS will coordinate its review with interested <br />
