No work is conducted by city crews on private property, unless a <br /> tree posing an immediate hazard is involved. In this case, the first attempt is to work with <br /> the property owner. Jan and Johnny Medland pointed out that the City Code provides no <br /> authority for activity on developed residential property less than a half acre in size. <br /> City Tree Planting Program <br /> If a property owner wishes to have a tree removed that is in the right -of -way, and the city <br /> finds the tree to be hazardous, dying, or of an undesirable species, the city will remove the <br /> tree. A replacement tree will be provided upon request. The actual planting is conducted <br /> by the citizen. $35,000 is contained in the Capital Budget for the replacement program. <br /> A limited amount of tree planting is performed by city staff, and the City would like to work <br /> with EWEB on tree planting. Jan has prepared a draft list of trees approved for planting <br /> in the street right -of -way. Jan will bring the list to the next joint meeting. <br /> IrlInee Trimming Program <br /> Brad Edwards said that EWEB has an ongoing tree trimming program based on preventing <br /> outages due to winter storm damage and various hazardous situations with regard to the <br /> utility's overhead lines. The program is based on a 3-year trim cycle, during which time <br /> " danger" trees and tree limbs that may interfere with transmission and distribution lines are <br /> removed. In addition, EWEB responds to customer complaints about danger trees. <br /> EWEB follows utility industry tree trimming standards, which essentially form the basis for <br /> the Oregon Public Utility Commission's tree trimming guidelines. These include a minimum <br /> 15 -foot clearance from transmission lines, l0 -foot minimum clearance from distr <br /> lines, 2-foot clearance from secondary service lines to homes, and 1 -foot clearance from guy <br /> wires. <br /> EWEB will remove hazardous or problem trees free of charge. Customers are provided a <br /> list of potential "utility friendly" replacement trees. EWEB will plant the replacement tree, <br /> also free of charge. <br /> EWEB maintains one full-time tree trimming crew and contracts for four other crews. The <br /> EWEB crew is dedicated to "hot spots" identified during the course of the year, and to <br /> customer inquiries regarding potential problem trees. <br /> Tree trimming work is planted during the annual budget cycle, on a calendar year basis. <br /> The work is then contracted and scheduled. Customers are notified prior to tree trimming <br /> in their area through door -to -door contact. The purpose of this personal contact is to allow <br /> questions to be answered prior to crews doing their work. EWEB is not seeking permission <br /> to perform the work. <br />
