EUGENE Public Works
Maintenance
City of Eugene
April 30, 1996 1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 687 -5220
Eugene Water & Electric Board
Brad Edwards, Tree Trim Coordinator
P.O. Box 10148
Eugene, OR 97440 -2148
Dear Mr. Edwards:
This letter is in response to your correspondence dated April 18, 1996. I have examined the
situation at the intersection of Woodland Drive and Spring Boulevard and I concur with your
findings. The juvenile big -leaf maples located in the public right of way have not developed the
branching structure to effectively use the pruning standard 90 -3 -90. What would be left after the
required pruning would be severe reduction of existing canopies with a drop crotch pruning to
meet the 90 -3 -90 standard and/or poles that would inevitably sprout into a multitude of suckers.
These suckers would grow back up into the electrical lines causing you more pruning work, time,
and expense.
The best remedy is to remove the existing trees and replace them with vine maples. These vine
maples should be a minimum of 10 -12' in height. The sooner the trees are removed and replaced,
the sooner the new vine maple screen will develop. I would like to review the planting plan as to
the size, number, and spacing for the new trees in order to ensure the screening provided will
compensate for the loss of the existing trees in the public right of way. The spacing may vary
according to the size of the plants and their fullness of foliage.
Please let me know what your schedule will be to perform the work at this site. I, or my staff,
will be available to review the replacement planting and respond to any other needs you have in
the maintenance street trees under your electrical lines.
Sincerely,
Scott Plamondon
Urban Forester
cc: Mr. Ogle
2540 Woodland Drive
Eugene, OR 97403
