1. Prior to performing routine cyclical tree trimming or any trimming or <br /> .tree removal operations being done for the installation of new utility <br /> facilities within the street right -of -way, EWEB shall notify CITY of its <br /> intent to perform this work. <br /> 2. CITY shall not require prior notice from EWEB for "isolated" trouble - <br /> related trimming required for restoration of service, immediate threats <br /> to service reliability or trimming done in response to immediate public <br /> safety concerns. <br /> 3. One prior notice is given, EWEB and CITY staff shall meet to evaluate <br /> the impact this work will have on the specific trees and reach a <br /> consensus of the extent of work to be performed. <br /> 4. A public notification plan will be agreed on depending on the magnitude <br /> of the work being performed may include but is not limited to: <br /> a. notice to abutting property owners <br /> b. notice to interested EWEB Board/ City Council members <br /> c. notice to Neighborhood Organization <br /> d. news release <br /> 5. In the case of emergency where EWEB needs to perform work which impacts <br /> trees under City jurisdiction to eliminate an immediate threat to life <br /> or property, City waves the requirements of 1 through 3 above. Where <br /> EWEB has impacted trees under this provision they shall notify City of <br /> work performed within two working days of the incident. <br /> C. POWER LINE CLEARANCE PRUNING <br /> EWEB and CITY agree that the method of pruning has impacts on both the health <br /> of the tree and to the public perception of its aesthetic value. Therefore, <br /> both parties agree to the following: <br /> 1. Due to it's having a minimal detrimental affect to the health of the <br /> tree, "Directional Pruning " shall be the preferred method of power line <br /> clearance pruning for use on street trees. <br /> 2. Whenever EWEB or CITY are performing pruning on young trees, directional <br /> pruning methods shall be used to "train" the tree to grow away from the <br /> lines to minimize future power line clearance problems. <br /> 1 "Directional Pruning" is define as the practice of pruning of a tree <br /> limb so that the growth is redirected to the subordinate branches of the <br /> parent limb. The subordinate branches must be at least 1/3 the diameter of <br /> the parent limb. <br /> 2 <br />
