Ansola Property Meeting Summary, Page 2
ACTION(S) TAKEN /FUTURE ACTION(S) NEEDED:
• Staff hand delivered a Notice of Potential Violation (7/8/99) to Mr. Ansola.
• Staff clarified that 4 permits /authorizations are needed from City before any work can occur:
a) Privately- Engineered Public Improvements (PEPI), including right -of -way, approval;
b) Erosion Prevention Permit;
c) Cut and Fill Permit, or Site Development Permit; and
d) Tree Removal Permit.
• Staff clarified that all work on site must cease immediately; no cutting or chipping of downed trees may
occur until City conducts an additional inspection.
• Staff requested that Mr. Ansola submit required revisions to the Erosion Prevention Permit as soon as
possible.
• Staff will verify the status of the PEPI on City right -of -way.
• Mr. Ansola will have his engineers stake the right -of -way, then call the City to schedule a site
inspection. He will try to do this by next week. Staff and Mr. Ansola will meet on site to identify the
number and original location of trees removed.
• Staff will prepare a map and letter for Mr. Ansola's concurrence and signature stating the number and
location of removed trees.
• After an accurate record of tree removal activity is established, the City will evaluate the activity
relative to code requirements to determine the scope of code violations and subsequent enforcement
action. Depending on the scope of the violations, fines could be substantial.
• If additional trees must be removed to complete approved site improvements, a Tree Removal Permit
shall be required. Application materials for this permit must include a comprehensive, accurate survey
of tree sizes and locations, and a tree preservation and removal plan. Staff recommends that the tree
preservation and removal plan be prepared by an ISA Certified Arborist.
• Staff clarified that a Tree Removal Permit would not be reviewed until the other City permits are
approved. After a complete tree permit application is received, a final decision on the application may
not take place until after the public comment period and permit review process, which could take up to
30 days.
• Staff contact persons will be Jeff Anderson, Urban Forestry (541/682- 4800); and Jerry Behney,
Engineering (541- 682 - 5291).
cc: File
p:\ann\ansola minutes.wpd
