STREET TREE REMOVAL APPLICATION
CITY OF EUGENE NEW PUBLIC LIBRARY
100 West 10 Avenue
Eugene, OR 97401
Page 6
PROPOSED TIMING OF STREET TREE REMOVAL
The project proposes to begin removal of the street trees indicated in September or
October of 1999 as part of the site demolition, environmental clean -up and
archaeological documentation work required on site. During this phase of the work, the
site will be stripped of asphalt. Three feet of underlying material will be removed from
the site, up to the boundaries of the chain Zink fence protecting the remaining trees.
The purpose of stripping the site at this stage will be to uncover any structures of
archeological interest and allow time for their exploration and documentation prior to the
start of construction.
In addition, a large area of petroleum contaminated soil near the southeast comer of
the site will be removed to a depth of approximately 12 feet below grade. The exact
extent of the clean -up is unknown. Current environmental information indicates that the
excavation will extend to the property lines on the east as well as south. The
environmental clean -up work needs to be completed during the dry weather to minimize
the contact with ground water and to the potential for the work to have a negative
impact upon storm water run off.
At the time of submission of this application the schematic design of the building is still
being finalized. To ensure that the trees identified in the current design are not
removed prematurely or unnecessarily due to any reduction in the building footprint, or
changes to the view garden and courtyard on the west side, the removal will be
accomplished in two phases. The first phase is associated with the removal of the
contaminated soil in the south east corner of the lot. This work must be accomplished
as soon as possible to deal with any unforseen conditions. Phase One work will begin
after Sep 20, 1999. Two 'Armstrong' maples will be removed to complete this phase of
work. (Attachment B) The second phase will include removal of the remaining
proposed trees on the site.
d -T111=-1179r. wog
