STREET TREE REMOVAL APPLICATION <br /> CITY OF EUGENE NEW PUBLIC LIBRARY <br /> 100 West 10 Avenue <br /> Eugene, OR 97401 <br /> Page 6 <br /> PROPOSED TIMING OF STREET TREE REMOVAL <br /> The project proposes to begin removal of the street trees indicated in September or <br /> October of 1999 as part of the site demolition, environmental clean -up and <br /> archaeological documentation work required on site. During this phase of the work, the <br /> site will be stripped of asphalt. Three feet of underlying material will be removed from <br /> the site, up to the boundaries of the chain Zink fence protecting the remaining trees. <br /> The purpose of stripping the site at this stage will be to uncover any structures of <br /> archeological interest and allow time for their exploration and documentation prior to the <br /> start of construction. <br /> In addition, a large area of petroleum contaminated soil near the southeast comer of <br /> the site will be removed to a depth of approximately 12 feet below grade. The exact <br /> extent of the clean -up is unknown. Current environmental information indicates that the <br /> excavation will extend to the property lines on the east as well as south. The <br /> environmental clean -up work needs to be completed during the dry weather to minimize <br /> the contact with ground water and to the potential for the work to have a negative <br /> impact upon storm water run off. <br /> At the time of submission of this application the schematic design of the building is still <br /> being finalized. To ensure that the trees identified in the current design are not <br /> removed prematurely or unnecessarily due to any reduction in the building footprint, or <br /> changes to the view garden and courtyard on the west side, the removal will be <br /> accomplished in two phases. The first phase is associated with the removal of the <br /> contaminated soil in the south east corner of the lot. This work must be accomplished <br /> as soon as possible to deal with any unforseen conditions. Phase One work will begin <br /> after Sep 20, 1999. Two 'Armstrong' maples will be removed to complete this phase of <br /> work.
