• <br /> STREET TREE REMOVAL APPLICATION <br /> CITY OF EUGENE NEW PUBLIC LIBRARY <br /> 100 West 10 Avenue <br /> Eugene, OR 97401 <br /> Page 5 <br /> JUSTIFICATION FOR REMOVAL OF THE STREET TREES <br /> The Library project is intended to be a premier project that encompasses not only the <br /> construction of a new Library facility, but also the redevelopment of the remaining site <br /> and adjacent right -of -way. As part of the redevelopment work, the project will improve <br /> the right -of -way through the introduction of new paving, street trees, plantings, art and <br /> other pedestrian amenities. During the development of the Library project, the City <br /> proposes to remove a total of nineteen trees within the right -of -way adjacent to this site. <br /> The street trees indicated on the attached TREE REMOVAL PLAN (Attachment B) are <br /> being proposed for removal for the following reasons: <br /> 1) To permit full development of the site as allowed under the City Code. <br /> 2) To support the design of a new facility that meets the City of Eugene TOD <br /> requirements associated with the site. <br /> 3) To accommodate the construction of the new library. <br /> 4) To permit archaeological investigations on site and documentation of any structures <br /> as required by state law. <br /> 5) To encourage the unified redevelopment of the right -of -way as a portion of the <br /> library project. <br /> 6) To eliminate the hazard of potentially unstable trees created by the excavation and <br /> removal of soil contaminated with petroleum products from an unknown source. <br /> 7) To eliminate the hazard of potentially unstable trees created by site excavation. <br /> 8) Five (5) of the 'Armstrong' Red Maples proposed for removal (the north row along <br /> the west half of 10 Ave.) are in very poor condition. They were planted in steel <br /> culverts which have restricted their root growth. Consequently, the growth of these <br /> trees has been stunted. <br />
