STREET TREE REMOVAL APPLICATION <br /> CITY OF EUGENE NEW PUBLIC LIBRARY <br /> 100 West 10 Avenue <br /> Eugene, OR 97401 <br /> Page 3 <br /> BENEFITS ASSOCIATED WITH THIS PROJECT <br /> The benefits of this project include the following: <br /> 1) The new Library project implements portions of the City Councils 1999 -2000 Vision <br /> and Goal Statements (Attachment A) by creating a significant, new facility that <br /> encourages: <br /> "ACCESSIBLE AND THRIVING CULTURE AND RECREATION — A community <br /> that offers a wide variety of opportunities for positive cultural, recreational and <br /> educational development for all <br /> ► Resolve all issues (funding, design, etc.) to get a new library by 1/1/2002" <br /> 2) The construction of a new Library facility will result in at least a three fold increase in <br /> usable library space over that of the existing forty year old library. <br /> 3) As libraries are one of the most culturally important facilities that a community <br /> possesses, the community is viewing this as a very special opportunity to create a <br /> new and significant public building. <br /> 4) The construction of the library facility at this site fosters the continued development <br /> of a new governmental node in the southwest portion of downtown. <br /> 5) It is intended that the new library will respond to and reinforce the presence of the <br /> Lane Transit District Transfer Station located to the east. <br /> 6) The development of the urban site from a surface parking lot into a new library <br /> raises the site to a higher and better use in accordance with the City of Eugene <br /> zoning regulations. It also has the potential to establish the standards for future <br /> development and uses of other urban sites adjacent to the project location. <br /> 7) This development may strongly impact the conditions under which the City will sell <br /> certain real assets. It is anticipated that the City may attach development criteria to <br /> the sale of adjacent city owned properties to foster compatible development. It is <br /> hoped that the new library will become a standard for future growth and <br /> development of surrounding properties. <br /> 8) The project will undertake the clean -up of petroleum- contaminated soil that has <br /> been discovered on the site. The source of this environmental hazard is unknown. <br />
