STREET TREE REMOVAL APPLICATION <br /> CITY OF EUGENE NEW PUBLIC LIBRARY <br /> 100 West 10 Avenue <br /> Eugene, OR 97401 <br /> Page 2 <br /> NEW PUBLIC LIBRARY <br /> PROJECT BACKGROUND INFORMATION <br /> The City of Eugene intends to construct a new four story public _1 1 I L <br /> library on the half block site located south of 10 Avenue between W10thAve. <br /> ........................ <br /> Olive and Charnelton Streets. It is anticipate that the new facility <br /> will include approximately 40,000 square feet of underground <br /> parking and support spaces and up to 120,000 square feet of ` ``' '' <br /> library and office space housed on four above ground floors. The g 8 <br /> building and site improvements will be included in the <br /> redevelopment of the entire half block site including adjacent right- W+ Ave. <br /> —I I of -ways. 1 <br /> On June 1, 1998 the City Council unanimously passed Council Bill 4652, Ordinance <br /> 20120 which amended the Downtown Urban Renewal Plan to allocate all future <br /> resources of the Urban Renewal District to be directed solely toward a new Library <br /> project. Based upon this action and by inclusion of the project in the 1999 -2000 City <br /> Council goals, the City Council has identified this as one of its highest priority projects. <br /> Through these and subsequent actions of the City Council, a funding mechanism has <br /> been put in place for the project. <br /> In April of 1999, the City Council placed the new public library project as one of its <br /> highest priorities. The City Council included the construction of a new public library as <br /> one of its 1999 -2000 Vision and Goal Statements. See Attachment A. <br /> This public project will result in a permanent City facility. Given the City's ownership of <br /> the project as well as the right -of -way, we believe it is appropriate that the review of the <br /> street tree removal and replacement plan be evaluated in the context of the complete <br /> project, not just the impact upon the right -of -way. <br /> ADDITIONAL INFORMATION <br /> Should additional information be required, please contact: <br /> Brad Black, Project Manager <br /> Facility Management Division <br /> Public Works Department <br /> 682 -8354. <br />
