In order
to receive these funds, you will need to submit an application to the U.S. Department of
Education. Guidance on what must be included in the application along with the required forms,
certifications and assurances are enclosed.
Below is a quotation from the conference report to the appropriations legislation that provided
funds for your project. Your project must agree in every detail with this description.
City of Eugene, Oregon, for the development of educational materials for a Wetland
Environmental Education Center;
The amount identified in the conference report for this project is $128,000.
Applicants note: There is a discrepancy between the amount required to fund all of the earmarks
listed for FIE in the conference report and the overall amount of funding actually earmarked for
those projects in the appropriation bill. The Department is required to respect the statutory
language, which limits the total amount for earmarks to the amount specified in the law, which is
lower than the total amount of the earmarks outlined in the conference report. We may,
therefore, need to reduce the amount of each earmark slightly. In preparing your application,
however, you should build a budget based on the amount given in the conference report (above),
understanding that we may have to reduce all grants before the awards are made.
The application you submit will be reviewed by U.S. Department of Education staff. As soon as
the review is complete and it is determined that all requirements for award have been met, the
grant award notification will be issued. For applications received by February 28, 2001, we
intend to award grants on or before April 13, 2001. Applications received by March 30, 2001,
will be awarded by the end of May. The U.S. Department of Education is committed to making
all new grant awards by May 31, 2001. Therefore, we would appreciate it if all applications
were received in our office by March 30 to allow sufficient time to complete the review process.
WASHINGTON, D.C. 20208-
