<br /> With over 23 years experience, Rick Satre has substantial experience with a wide variety of planning and development
<br /> projects. Rick brings to a project the perspective of both a local government administrator and a consultant to local
<br /> governments and state agencies. He has assisted with metro area planning processes, drafted development code updates,
<br /> successfully applied for and received numerous facility development grants, facilitated the acquisition of many public
<br /> properties, and has been the project manager responsible for the development of a number of educational, recreational,
<br /> and public facilities. Rick has written comprehensive plans, facility development programs, generated service delivery
<br /> and operations plans, and facilitated community preference surveys, focus groups and public meetings.
<br /> Rick successfully organized a $5,400,000 general obligation bond issue for Springfield's Willamalane Park and Recreation
<br /> District in 1986 and was project manager for the design and construction of the Lively Park Swim Center in that
<br /> community. The award - winning facility opened in 1989 and has become a model for successful leisure aquatics facilities.
<br /> Rick's work has included numerous institutional and governmental projects. Since founding Satre Associates, P.C., Rick
<br /> has quickly expanded the firm's service offering to include all aspects of land use regulation and land use planning.
<br /> Planning projects include successful planning approvals for greenway use, discretionary use, conditional use,
<br /> annexations, metro plan amendments, zone changes, land divisions, stormwater system design, and site plan review.
<br /> State and federal permits have included wetland fill permits and mitigations, water quality impact assessment,
<br /> construction erosion control, and pollution discharge permits.
<br /> Private sector projects include numerous commercial and industrial developments. From initial site analysis to a complete
<br /> and fully operating facility, Rick's master plans and site designs reflect successful integration of the needs and preferences
<br /> of the client with the opportunities of the site and environment. Rick's detailed organizational approach toward every
<br /> - project and his ability to bring order to complex sets of issues and requirements has repeatedly ensured project success.
<br /> His understanding of the context of urban design and land planning combines successfully with his understanding of site
<br /> design, construction materials and techniques, and facility development processes to the benefit of all projects.
