<br /> • 1999-2000: Oversaw and participated in all research and program evaluation for the agency's
<br /> women and children's programs that were grant funded.
<br /> • 1998 -2000: Directed and participated in all research and program evaluation efforts to investigate
<br /> Oregon's kinship foster care system for Services to Children and Families. Duties included grant
<br /> writing, editing, publications, recruitment of study participants, data collection, coding, analysis,
<br /> database management, dissemination of results, staff training and supervision. Served as liaison
<br /> between WFS and the Oregon's State Office for Services to Children and Families. Met with the
<br /> project advisory board.
<br /> • 1993 -1999: Oversaw the preparation and editing of all grant proposals, technical reports, visual
<br /> aids, and publications. Was the primary resource in procuring nearly $3.27 million in grant funds
<br /> for this agency in six years, including a $2.43 million project that provided substance abuse
<br /> treatment, independent living, education and vocational skills, and transitional housing for
<br /> addicted pregnant or postpartum women and their children. Created and implemented an
<br /> evaluation model to measure program effectiveness. Results were presented locally and nationally
<br /> and were published in federal reports and refereed journals.
<br /> 11/95 — 7/99 Co- Principal Investigator and Project Director, Project REFRESH: Research and Evaluation of foster
<br /> Children's Reception into Environmentally Supportive Homes, Family Policy Program, Oregon State
<br /> University, Corvallis.
<br /> Designed and worked collaboratively to refine a research and evaluation study intended to examine
<br /> kinship and non - kinship foster care in six Oregon counties. Responsible for day - to-day
<br /> implementation of the project, liaison activities, and preparing and editing federal reports,
<br /> continuation grants and publications. Oversaw a large qualitative database.
