Pending progress on higher priority projects, funding and resources identified above <br /> would be available towards these study objectives. <br /> 6. Flowage and water quality characteristics of inter - connected drainage basins. <br /> Current management of flows affects water quality in the Willamette and the McKenzie <br /> Rivers, maintains hydrology to wetland systems, and affects the interests of point source <br /> dischargers. In summer months, drainage from both basins contains undesirable <br /> concentrations of urban pollutants and temperature. A comprehensive study and plan for <br /> management of flows in these basins is needed to optimize the benefits, particularly at <br /> places of interconnection, such as the Q Street Basin and Irving Slough system. The <br /> issue affects how the city will manage stormwater flows in both basins, incorporate <br /> measures to improve water quality, and allow discharges to its storm sewer system in the <br /> future. There is a general lack of studies and infrastructure plans to develop future public <br /> and private facilities to address flow and water quality in both drainage basins. While the <br /> city's stormawater master planning effort could contribute significant data to a <br /> comprehensive management strategy for the two basins, it does not currently have a <br /> component that will address the needs identified above. A comprehensive study and plan <br /> for management of flows in these basins is needed. The primary elements would include <br /> developing data on the flow and water quality characteristics; opportunities and <br /> appropriate measures for pretreatment of stormwater; effective enhancement of riparian <br /> areas to improve water quality functions; working with property owners to deal with open <br /> drainageways at their properties. This planning objective would evaluate (infrastructure) <br /> projects for these multiple- objectives and evaluate and recommend flow management <br /> strategies appropriate to protecting these rivers' water quality and habitat. <br /> Pending progress on higher priority projects, funding and resources identified above <br /> would be available towards these study objectives. <br /> 11 <br />
