For several years we have had a coordinated mowing agreement with School District 4J. Under this <br /> agreement, the City mows 34 acres of 4J property at sites where parkland and school grounds directly abut one <br /> another. In exchange, 4J staff mows a similar amount of City owned property at other sites. This mutual <br /> agreement reduces travel time and increases the efficiency of both agencies. This is simply a service exchange, <br /> not a financial one. <br /> At other times we have done specialty mowing of blackberries or other vegetation on steep slopes, using our <br /> articulated mowing equipment. This is equipment the City owns, that 4J does not. In these cases 4j has <br /> compensated the City for staff and equipment time on a per hour basis. This year we declined their request to do <br /> specialty mowing because of our staff shortage due to the hiring freeze. <br /> 2. The City and School District 4J have an intergovernmental agreement for facilities use throughout the area. 4J <br /> uses City facilities; such as, ballfields, tennis courts, jogging paths, and various playgrounds for both physical <br /> education and athletic events. For example, they at times use City off - street paths for their high school cross <br /> country meets. In these cases they fill out an intended park use permit to ensure there are no conflicting events <br /> with other organizations. The City does not charge 4J in these cases. <br /> An example of mutually used facilities is the Ascot Fields, owned by the City of Eugene, being co- located with <br /> Monroe Junior High. During City evening events, the 4J parking lot is used by Ascot baligame participants. In <br /> exchange, Monroe Junior High uses the City's field for physical education classes. There are numerous examples <br /> of this type. In these cases there is no monetary exchange only mutual use of facilities. <br /> 3. The City has an intergovernmental agreement with School District 4J to use a portion of their Civic stadium site <br /> for a satellite maintenance station. We are leasing 23,000 square feet of fenced land and a storage building of <br /> 5,400 square feet. For use of this property, we pay School District 4J $920 per month. This agreement expires at <br /> the end of this calendar year, and we are in the process of negotiating for a renewal of the agreement. <br /> Page 1 <br />
