As early as 1991, staff discussed with the District concerns about the Clear Lake Road site <br /> primarily: <br /> • The site is located outside the urban growth boundary and city services are not <br /> available to the property. <br /> • New schools at the Clear Lake Road location would result in tremendous pressure for <br /> further expansion of the urban growth boundary toward the airport to allow for <br /> residential development surrounding the school property. <br /> • Encroachment of residential development toward the airport could jeopardize'the <br /> community's investment in the airport. For example, limitations on airport operations <br /> could be imposed at some time in the future in response to residents' concerns about <br /> noise or perceived safety issues. Residential development in the Clear Lake Road area <br /> could set up an ongoing conflict between the new residents and the City as has occurred <br /> in similar situations across the country. <br /> In early 1996, an alternative school site, acceptable to the District, was identified by City staff. The <br /> site is within the urban growth boundary, centrally located in an area that is planned for future low <br /> density residential neighborhoods. The site is located on the south side of Barger Drive, between <br /> Greenhill Road and Terry Street. Given the passage of the Bethel School bond measure earlier this <br /> year, the District is interested in moving forward with acquisition and development of the site as <br /> rapidly as possible with a target date for opening a Kindergarten through 8th grade school on the site in <br /> Fall 1998. <br /> Page 1 <br />
