Priority of Use: <br /> In keeping with the theme of cooperation between School District 4J, the City of <br /> Eugene and the citizens of the Eugene School District, the City's and 4J's facili- <br /> ties should be used by the citizens for the betterment of all and the best use of <br /> the total tax dollar. <br /> A. The owning party's programs have first priority for usage of its own facility. <br /> B. The using party's programs have second priority if requests are submitted as <br /> outlined in paragraph II. with the exception of those agreements in 4J's "Youth <br /> Organization Use of Facilities Guidelines " relating to gym & field use by 4J <br /> approved youth groups. <br /> C. Once requests are approved by the owning party, the facilities will be available <br /> to the using party for the period of time that has been approved unless: <br /> 1. The facility is not usable due to mechanical or structural problems. <br /> 2. The budget of the owning party has been reduced to the point it cannot <br /> maintain or operate the facility. <br /> 3. Arrangements for cancellation or rescheduling of the using party's <br /> activities can be made in a manner that is approved by the using party. <br /> Requests for cancellation or rescheduling must be submitted in writing to <br /> the using party at least one week in advance of the proposed change. <br /> II. Procedures: <br /> A. Specific times and facilities to be used must be specified in each party's <br /> request. <br /> B. The using party will lose priority status and be treated the same as other users <br /> for requests not complying with the requirements below or for those requests <br /> submitted after the dates specified. Exceptions will not be made to this <br /> procedure. <br /> C. Procedures for Scheduling School District Facilities: The requests will be <br /> submitted to the 4J Facilities Management Office by the LRCS Department twice a <br /> year: For programs during the school year, requests must be submitted prior to <br /> May 15, and approved prior to July 1. For summer programs the requests must be <br /> submitted prior to March 15, and approved prior to April 15. The requests may <br /> be updated as needed if there is no conflict with school programs or contracts <br /> with other users. A written reply approving or disapproving requests will be <br />
