During the school year youth organizations <br /> may have second priority on the equivalent of four weekdays each week from <br /> 3:30 p.m. until 8:30 p.m. on days school is in session. City Parks and <br /> other community users have priority on the equivalent of one weekday each <br /> week... The building principal /designee may determine the time slots when <br /> youth organizations will not have second priority and may schedule other <br /> users at those times. If no other requests are submitted by the City or <br /> other user groups, approval may be given for youth groups to fill the <br /> remaining time slots. <br /> Elementary gyms may be used on weekends if a supervisor approved by District <br /> 4J is on duty at all times facilities are used. The supervisor must be <br /> someone approved by the building principal and the Facilities Management <br /> Office. <br /> 3. Middle School Gymnasiums. From December 1 until the first day of spring <br /> vacation youth organizations may have second priority on the equivalent of <br /> four weekdays each week from 5:30 p.m. until 8:30 p.m. on days school is in <br /> session. City Parks and other community users have priority on the equiva- <br /> lent of one weekday each week. The building principal /designee may deter- <br /> mine the time slots when youth organizations will not have second priority <br /> and may schedule other users at those times. Eugene Parks & Recreation will have the authority to select the <br /> three -hour and five -hour blocks of time and the gyms they wish to use in <br /> each middle school building. <br /> 4. Elementary and Middle School Outdoor Ball Fields. During the football, <br /> soccer, softball, track and baseball seasons, the youth organizations shall <br /> have second priority from 4:00 p.m. to 9:00 p.m. on weekdays and from 8:00 <br /> a.m. to 9:00 p.m. on Saturdays and Sundays if it does not interfere with <br /> Eugene Parks & Recreation programs or other programs that have been autho- <br /> rized by District 4J. <br /> N. Supervision. <br /> A. The youth organizations must provide supervisors for each building as required <br /> by the building principal and the Facilities Management Office. <br /> B. A supervisor must not be paid by both organizations at the same time to do two <br /> jobs simultaneously, or paid double for doing one job. <br /> C. For Saturday and Sunday programs held in District 4J's gyms, games will not be <br /> allowed to be played unless adequate supervision is provided.
