• %a <br /> Eugene School District 4J <br /> Youth Organization Use of Facilities Guidelines <br /> Revised August 1, 1995 <br /> It is the policy of District 4J that facilities shall be made available at minimal cost, <br /> under capable and responsible adult supervision, to local youth organizations approved <br /> by the District and on record with the Facilities Management Office for the organiza- <br /> tion's official activities for school -age children. (See attached list.) The permitted <br /> activities must be of an educational, recreational, or civic nature. Partisan, politi- <br /> cal, parochial, or sectarian activities are not allowed under these guidelines, but may <br /> be permitted at Class II or III rates under the District's "Community Use of School <br /> Facilities Guidelines." <br /> Youth organizations wishing to use facilities other than gyms and ball fields must com- <br /> plete District 4J's application form 7 -B at the school where facility use is desired. <br /> After approval and scheduling has occurred at the school and prior to the event, the 7 - <br /> form must be forwarded to the Facilities Management Office. If charges are involved, a <br /> rental agreement will be prepared and billing will be done by the Facilities Management <br /> Office. (For more details, see "Community Use of School Facilities Guidelines. ") <br /> Youth organizations wishing to use District 4J's gyms and ball fields and who wish to <br /> meet on a consistent basis during the year must adhere to the following requirements: <br /> I. Requirements for Class I Approved Status. <br /> A. The user group /activity must provide proof of nonprofit status, proof of <br /> liability insurance coverage, and incorporation papers. <br /> B. The user group must offer scholarships to low income students. <br /> C. All coaches /leaders must be unpaid volunteers. (If coaches or leaders are paid, <br /> Class II rates will apply.) <br /> D. Only local students may participate and all must be allowed to play. (Groups <br /> sponsoring tournaments or activities with teams or participants from outside the <br /> local area must pay Class II rates for such usage.) <br /> E. Only in- season sports activities will be allowed Class I status in 4J gyms or on <br /> 4J ball fields. (Out -of- season sports activities including tournaments and <br /> summer sports camps will be charged at Class II rates.) <br /> Exceptions: Middle and elementary school sites and students may be allowed a <br /> spring soccer season as per past practice, and an alternative volleyball or <br /> basketball season may be allowed in middle and elementary school gyms if no <br /> conflict exists with school programs or school maintenance requirements. The <br /> school principal /designee will make that determination. <br /> II. Procedures for Scheduling District 4J Gyms and Bali Fields. <br /> A. A joint request must be submitted to the District 4J Facilities Mgt. Office <br /> three times a year: For programs during the fall (September- November) requests <br /> must be submitted prior to August 15. For winter programs (December- March) <br /> requests must be submitted prior to November 1. For spring and summer programs <br /> (April- August) requests must be submitted prior to March 1. <br /> -1- <br />
