contacted with press releases of the new program. By incorporating elements of the traditional <br /> neighborhood watch programs, a network will be created surrounding each park. The network <br /> will notify the SVDP outreach workers of illegal activities. SVDP will screen and respond to <br /> each individual complaint, relieving the burden on the police. <br /> These employees will wear distinguishing hats, t -shirts and vests with a SVDP logo in a bright <br /> and distinguishing lime green color. Referral brochures and educational materials will be present. <br /> They will be equipped with cell phones to receive complaints directly from the community and <br /> make calls to the Police or other Social Service Providers. The employees will be trained by the <br /> SVDP Safe Parks Coordinator and the Eugene Police Department in de- escalation techniques <br /> with the intention of creating a safe intervention approach. <br /> The Safe Parks coordinator will train the outreach workers to provide information on -site along <br /> with bus tokens to help with transportation for issues accessing mainstream services as mental <br /> health counseling, runaway youth shelter, HIV/Hepatitis C testing and treatment, family shelter, <br /> day shelter and food, and legal vehicle camping. Both the Safe Parks staff and existing SVDP <br /> case management staff will be able to assist people in overcoming barriers to effective access of <br /> mainstream services as needed. <br /> Third, the SVDP Safe Park Coordinator will take a leadership role in creating community groups <br /> within the neighborhoods in partnership with local citizen advocates. These groups will meet <br /> monthly to discuss ways to improve the atmosphere in their own neighborhood parks and to <br /> consult with the St. Vincent de Paul employees posted in the parks and with Eugene Police and <br /> other City Employees. <br /> SVDP's outreach work to the Riverfront areas will support the work of the Parks and Recreation <br /> Department in several ways. SafeParks staff will make contact with riverfront campers, inform <br /> them of local social services, and also give them written notice to move elsewhere. (This is <br /> modeled after the Overnight Parking Program, a proven success.) When a Safe Parks staff <br /> person notices an accumulation of waste that is in need of disposal, they will notify the Parks <br /> Department, requesting cleanup. They will also pass on information on those campers who <br /> refuse to comply. SafeParks staff will be guided in their schedule and routes by information <br /> from the Eugene Police Department and the Parks and Recreation Department. <br /> Project Time line: <br /> ( Contingent on the availability of funds, hiring of all staff required will take place before the <br /> end of June, 2005. Preference will be given to Bi- Lingual applicants. <br /> ( Informing the community and neighborhood of the new program will be no later than the end <br /> of June, 2005. <br /> ( Monroe Park, Scobert, Washington Jefferson and the Riverfront parks will be staffed with <br /> outreach workers no later than the first weekend of July, 2005. <br /> ( Citizen Advocates will be recruited and trained for participation no later than July 15 and <br /> neighborhood meetings will be held during the month of July. <br /> ( Evaluation will be conducted pre - program, and then quarterly for the first year of the <br /> program. Evaluation will be conducted biannually in subsequent years. <br /> ( A training manual will be completed within 1 year of program implementation. <br />
