SafeParks staff working in the Riverfront areas will support the Parks and Recreation Department. In this <br /> area, the primary issue is homeless camping, with a need to inform campers of the posted park rules and <br /> to request that they leave the riverfront. Serious concerns include safety issues and river pollution due to <br /> rubbish and lack of proper toilet facilities. SafeParks staff will make contact with campers, inform them <br /> of local social services, and also them written notice to move elsewhere. When a Safe Parks staff person <br /> notices an accumulation of waste, they will request cleanup from the Parks Department. <br /> We are committed to creating a safer atmosphere not only in the parks, but also for those agencies <br /> currently conducting outreach in the urban core. This program is not a duplication of services, but a <br /> compliment to them. Other programs provide direct services, education and outreach but do not provide <br /> enforcement and coordination with the Parks and Recreation and the Eugene Police as we propose to do. <br /> This will increase safety for all parties and ensure a high level of coordination among service providers, <br /> city programs, and law enforcement. <br /> Several key programs already provide a safety -net for the high -risk populations targeted including; <br /> Eugene Service Station, SVDP Social Services, First Place Family Center, Overnight Parking Program, <br /> WomenSpace, HIV Alliance, and New Roads /Looking Glass. <br /> Project Time line: Contingent on the availability of funds: <br /> Phase 1 <br /> • Hiring a project coordinator within two weeks. <br /> • Public education on the program and recruiting citizen advocates will take place within one month. <br /> • Liaisons with the police and parks and recreation established in the first month. <br /> • Patrol routes conducted by the project coordinator along with the Overnight Parking Program <br /> Coordinator for safety and training in the first month. <br /> Phase 2 <br /> • Monroe Park, Scobert, Washington Jefferson and the Riverfront parks will be staffed with outreach <br /> workers no later than six weeks after funding. <br /> • Within two months, neighborhood meetings with citizen advocates and other stakeholders will be held <br /> on a monthly basis. <br /> • A training manual will be completed within 1 year of program implementation. <br /> Project Monitoring and Evaluation: <br /> Evaluation will be conducted pre - program, and then quarterly for the first year of the program. <br /> Evaluation will be conducted biannually in subsequent years. Our projected outcome is to reduce the <br /> number of complaints to the EPD and to City Management by 50 % in the first year of the program. Our <br /> goals will be revised and expanded annually. <br /> We intend to measure our results by documenting the number of complaints during the year preceding <br /> program implementation. This information will be compared to annual cumulative data gathered from <br /> quarterly reports compiled by our staff following program implementation. <br /> 2 <br />
