It also seems again to make a promise we may have difficulty keeping. <br />Page 3, Number 1.2: <br />My concern is that this section again make the promise that we will continue <br />to fund as was in the past. <br />Page 3, Number 1.2: <br />Just want to flag that the District appointed "Transition Committee" will have <br />control of how all cash reserves will be spent. What happens if they and the <br />budget committee disagree. If staff disagrees? <br />Page 3, Number 1.4: <br />Just flagging that the "Emerald Park Supervisor" (who now is a city employee <br />?) has to approve and change in equipment and fixtures at the Park? What <br />level of person is this? Seems excessive authority to me. <br />Page 4, Number 1.6: <br />Here we guarantee that Emerald Park employees will stay at that facility for <br />at least three years. <br />Page 4, Number 1.7: <br />Here we fund a swim and water polo team? And a half -time coach? <br />Page 4, Number 2.1 <br />and Page 5 Number 3: <br />The District appoints a five member transition Committee? They can appoint <br />themselves. They have the authority to determine which programs the city will <br />continue to operate? <br />Page 6, Number 4. Term: <br />This is a four year agreement expiring in June of 1996 or three years of the <br />Districts absorption by the City through annexation. <br />Page 7, Number 9. <br />Again, disagreements are solved through arbitration. <br />GENERAL COMMENTS: <br />Both of these agreements seem to be excessively slanted in the favor of the <br />District.. Perhaps their agreeing to not oppose annexations make this good <br />policy. We "Intergovernmental Agreement" dealing with those three years <br />after the District is absorbed into the City is perhaps the less problematic <br />of the two since its duration is only for three years. We can live through <br />most anything for that length of time. The other agreement which guarantees <br />funding for the next 10 -20 years has me worried. <br />
