ATTArlwnwvrrr n <br />RIVER ROAD PARK AND RECREATION DISTRICT <br />2008 -09 BUDGET IESSAGE <br />It is with some sadness that this will be my final budget message as lam retiring on June 30, 2009. <br />Dale Welgandt will become superintendent and It would be only t1tting that he gives the budget <br />message for the budget that he will be responsible for. Before reviewing the 2008 -09 budget I <br />would like to summarize what purchases /projects and unexpected expenditures that have been <br />done this fiscal year. <br />Received a matching grant from Special Districts Association of Oregon for $1,080 to put <br />magnetic door stops on the doors to the Recreation community rooms. If a smokelflre <br />alarm goes off, the doors will close automatically. Fire department regulations require <br />those doors should be closed at all times. This allows us to keep them open most of the <br />time and still meet the fire code. Cost. $2,160 (reimbursed $1,080) <br />Purchased a used dump truck. It has been a wonderful asset. It eliminates the labor or <br />disposing of yard debris at Lane Forest. Cost: $4,373. <br />The following are a list of protects that were not budgeted for that had to be done this fiscal year <br />n We had to replace the electrical panel at the water district garage where we store our <br />buses and other supplies. Cost. $1,007. <br />n The park district touring bus had a fuel pump problem. Cost $5,153. <br />n Mower deck had to be replaced. Cost: $1,495. <br />n Extra cost for trall bark to finish the reconstruction of the jogging trail to reduce the <br />drainage problem In the winter time. Cost: $2,722. <br />n The carpet cleaning machine had to be replaced. Cost: $2,968. <br />n The tyre alarm system had to be revamped to make It work properly. Cost $2,750. <br />n The massage room compressor needed to be replaced. Cost: $1,194. <br />n The large spa developed a large leak that required us to close the spa for about eight <br />weeks. The cost was approximately $14,000. <br />The 2008 -09 budget Is based on a permanent tax rate of $3.0559. The amount the park district <br />will receive Is calculated by taking the present year's assessed value ($407,895,219) and multi- <br />plying the assessed value by 1.03% to get the new estimated assessed value which is $420,132,075. <br />This flgure Is multiplied by the permanent tax rate ($3.0559) to get a total of$1,283,881. (We need <br />to budget the full 3% Increase In case we receive that much, but because of the City ofEugeneIs In- <br />cremental annexation policy we may not receive the full 3%. Five out ofthe previous seven budget <br />year's we have not received the fall 3% increase. It has been offset somewhat by receiving more <br />than a 93% collection rate. <br />The park district won't receive the full $1,283,881 because of uncollected taxes. I budgeted a 93% <br />collection rate. The estimated taxes the park district will receive will be $1,194,008.77ee present <br />year's estimated taxes will be between $1,170,000 which will be about a 94% collection rate. It <br />may be less,because Hynlx successfully appealed their property value and all taxing district in <br />Lane County had to have their tax revenue reduced. (River Road Park's was reduced by <br />$15,240.78.) <br />
