The number of abatements on developed properties in 2011 was 26, an increase from 21 <br />in 2010 and 18 in 2009. Of these 26 abatements, 22 were for tall grass and weed <br />violations, 2 for visual clear zone obstructions, and 2 for blackberries. Obtaining <br />voluntary compliance from developed property owners has been very successful; with <br />508 violations on developed properties this year, only 26 (6 %) required abatement. <br />There were 13 abatements on undeveloped property; 12 for tall grass and weeds and 1 <br />with sidewalk obstructions combined with a blackberry violation. When comparing the <br />number of abatements to the total number of undeveloped property accounts (153 <br />accounts), the abatements resolved 8.5% of all violations. We are able to achieve <br />voluntary compliance on 91.5% of all undeveloped property violations. <br />The amount paid to the contractor for private property work orders decreased from <br />$10,418.25 in 2010 to $9,482.75 in 2011, a 10% decrease. The average cost per work <br />order has varied over the 5 year period from a low of $152.06 in 2007 to a high of <br />$325.57, in 2010. Factors contributing to these costs include the number of private <br />property work orders, the size of the site and amount of vegetation, vegetation growing <br />conditions, contractor costs, and general site conditions including obstruction requiring <br />additional hand work. (See Figure 5: Work Order and Invoice 5 Year Summary) <br />Contractor Costs and Other Billing Information <br />Contractor payments decreased this year to $16,751.00 from $17,591.50 in 2010, a 5% <br />decrease. If you compare contractor costs over the past five years, our costs are slightly <br />above the five year average of $15,105. Impacts to costs include vegetation growing <br />conditions, rate increases for contracted work, and general condition of the property <br />including obstructions and vegetation.
