open space acquisition from a stormwater management perspective. <br />Citizens that were involved in the Parks and Open Space bond issue, are beginning to show interest in <br />discussing another bond issue. There is interest from the parks planning staff to update the Parks plan <br />to include an open space element. <br />Funding <br />Acquisition of open space can come from a variety of sources including bonds, development <br />requirements, stormwater SDC, stormwater user fee, State and Federal funds, etc. With respect to <br />stormwater funds, the Council in its adopted policies, has not approved open space acquisition as a <br />program element in the stormwater management strategy. Stream corridor and associated buffer <br />acquisition is a current capital program element. The PW stormwater DAC is suggesting that the <br />existing program is inadequate, in the context of the overall basin planning strategy that they <br />recommended, and as such a user fee rate increase should be considered to enhance the program. <br />Funding of a comprehensive study has not been budgeted for and will need to be established through <br />supplemental budget #1 if this effort is to move foreword. <br />Staff Resources <br />Staff resources to prepare this study is limited given most are involved with the other studies outlined <br />above. Depending on the outcome of our discussions on how this project should be structured, the <br />lead for the project may need to shift from PW Engineering to PDD or PW Parks Planning. Clearly, <br />consultant services are going to be necessary to supplement the existing staff. <br />
