1 �r 2 Public Works <br />Engineering Division <br />MEMORANDUM <br />Date: July 24, 2000 <br />To: Open Space Planning Team <br />From: Les Lyle <br />City of Eugene <br />858 Pearl Street <br />Eugene, Oregon 97401 <br />(541) 682 -5291 <br />(541) 682 -5032 FAX <br />Subject: Open Spacd Preservation Plan - Preparation of Scope of Work <br />On July 10, 2000, Council directed the City Manager to prepare a proposed scope of work related to <br />open space acquisition and return to Council for a worksession in September /October 2000. <br />Background <br />Over the last couple of years, there has been community and individual councilor interest in purchasing <br />property in the headwaters of Amazon Creek area, more specifically the South Park PUD site. During <br />the worksession, the council reviewed the extent of headwater streams in this area and concluded that <br />until a priority acquisition plan was prepared, it would be premature to consider purchase of the South <br />Park site. It was unclear to some of the Council how the South Park site compared to other potential <br />priority sites in the community and if this site was the highest priority. Without a plan and criteria for <br />prioritization, Council was unwilling to proceed with open space acquisition until that effort was <br />completed. <br />The purpose of this meeting is to discuss scope, timing, relationship to other studies, funding, and <br />resources to work on the study. Below is a brief outline of the issues we should discuss today. <br />Timing and Relationship to Other Studies <br />Several studies, currently underway or contemplated, should be considered in evaluating the scope and <br />relationship to this effort. They are: <br />• Natural Resources Study - protection methods for natural features - buffers <br />• Regional Parks Evaluation - Lane County - facilities generally outside the UGB <br />• Parks and Open Space bond - next phase ?? <br />• Stormwater basin planning /Open Waterways Acquisition <br />• ESA 4(D) response <br />• Parks SDC review <br />• Urban Reserve Study <br />The overall evaluation should consider these relationships and be multi- objective verses just focusing on <br />
